I have confirmed that this happens in 1.15.2 only if I am not sneaking. When sneak mode is activated, I can place the water on the redstone ore.
Same thing happens for me in 1.15.2, can confirm

The strange thing is that this doesn't happen on 1.8.8... Not to mention that I don't have any mods installed on it.
