maybe its a graphic issue , maybe , try to update your graphic and see if he has any other drivers or windows updates
this is an issue with your own network , and you cant do anything about it but to find a solation from youtube
cause there is 1000 of things that cause you to not join the server , it happened to me before
lesson there is a guide on youtube you download some software which creates a power plan in the power options and it optimize the cpu and fix the 100% issue , it happened to me go watch it on youtube ,

I Fixed it Solation is to change your regional format and country from windows date and time settings to English U.K And United kingdom or that is what worked for me
