Yes, this is a world I play in regularly. I've been to the nether and back many times.
FWIW, it happened again recently. I found another shulker in my farm that wasn't going through the portal. If it's of any import, I'm running this world on realms.
This is a shulker farm and it recently stopped working. The shulker in the center died or teleported before splitting. I determined that the reason was that shulkers stored on the nether side of the farm for restocking were occasionally coming back through the portal and lowering the split probability of the central shulker. I think this is one of those shulkers.

Reopened world in vanilla and attaching vidcap of same behavior. Please re-open.
I took a vidcap. I stood by the shulker in creative until it opened a little. Then I switched to survival so it would open all the way to shoot me, then I switched back to creative. However the bullet went back and hit the shulker, killing itself. However you can clearly see that it crossed the portal boundary but didn't enter it. Let me know if you need anything else. I could just invite you to my world on realms and give you the coords, but I'd like to back it up first if you need that.
FWIW, I've spawned in other shulkers and they go through the portal fine. It just seems to be this one that's glitched.
