For me, it is possible to activate an elytra, it's just considerably harder on pocket edition than java.

Edit: Sorry if I'm not supposed to post after a mod posts something like the post above, I was still typing when that was posted.

This is probably because the item is technically turning into another item, Mojang probably overlooked that.
