I've been playing in 1.14.3 and still see this happening occasionally with my horse. Usually disconnecting and reconnecting fixes it, but it's still pretty annoying to deal with. Also, I usually play Minecraft on a PC running Windows 7 with the latest version of Optifine installed and I usually play on a server I am locally hosting that is running the 1.14.3 server.
