The bug is being resolved in Ubuntu, by an updated pango package.

This is absolutely not a java related issue. It's a debian packaging issue.
I have filed a corresponding bug against Ubuntu in launchpad (our bug tracker). https://bugs.launchpad.net/ubuntu/+source/pango1.0/+bug/1869716

I think it's safe to be closed, sorry for the noise.
At the time of filing I wasn't sure if this was an expected change in Ubuntu and that it would stick. Turns out it was overzealous packaging pruning.
