I have this problem too. I tried to download Odyssey Builder and got "Not Enough Space - 400MB" Is there really not any logical way to fix this?
Possibly related to the bug I reported, MC-46797. Not a duplicate, but shows similar symptoms.
Here's the video of it happening. Note that I am doing absolutely nothing besides having an empty hand.
I just assumed it was Actions & Stuff, experiencing this too
