Apologies, I didn't realise that gamerules needed to be set in each zone. Once I set the keepInventory to true whilst in the Nether it worked there too. I'll try not to loose too much sleep over the lost materials 😉

I also just experienced this in 1.16.2. Inventory was restored on respawn when dying inn the Overworld but did not when I died in the Nether.Â
