We (myself and 2 sons) also have this issue using Minecraft Realms. I am using Minecraft Windows 10 Edition, and the boys use Ipads. Stuttering does not occur immediately, but with long powered minecart rides begins after 10+ seconds of travel, and is then quite persistent. Both video and Audio stutter every few seconds, although it is somewhat random (there can be a few seconds of smooth riding, then several seconds of stuttering).
If I choose "download world" from realms and then select the local copy, there is no stuttering (the entire ride is smooth).
