you can see if the server is listening to the port by typing netstat -ano in a separate command prompt at the server...
for example you can see my server is listening to UDP ports:

this is not a server related problem, should go to https://bugs.mojang.com/projects/MCPE/issues/

probably because leads can be unattached from fenceposts and the code is not checking if it's really there... or something else

This happens when a player or mob is in any vehicle and in view. When you turn around and the player/mob is not in view, hand is normal, turn back and hand imitates mob/player.
