Exact same situation as well for me. I remember them able to close in the past but seeing them not that they don't was confusing me.

I've had a very similar situation was well when I was in survival. When I got the raider symbol for killing the leader at their camp, and when the next village, I got the first two waves, but then when it got to the 3rd wave I couldn't find any of the raiders... The bar was up there and it did move down slightly every minute or so. I looked all around for the raiders and I couldn't find them anywhere...
