I understand your post and I see why this is 'almost' working as intended, but I was just trying to clarify the situation that for the java coded game, this new behavior needs to be considered as a bug, otherwise, as you say in your post, the entire redstone code needs to be reworked.

Actually, Grum didn't say this worked as intended, he only stated that this behavior was introduced when they "fixed" the observer block updating air blocks.
This can be set as resolved, I changed my viewing distance and it fixed the issue. I'll do more testing before posting a bug next time!
