I confirm that the error is with the gametest (gtst)
In my world I have it activated, the same thing happens to me on the Ubuntu server, but I deactivated it with Universal Minecraft Editor, I tried, and I could turn off the server without problems, that is if the addons that need the gametest obviously stopped working.
This error does not happen on Windows servers, at least it did not happen to me
