Can't believe this issue is still unresolved. I fixed it for my friend's son. No idea whether it was @RMSHE's solution about the enabling the "EnableLUA" entry (see below), or whether it was the fact that within the game I went into Settings ->Video and I decreased the Change Safe Zone value so that the safe zone it is at least 50 pixels from the edges of the screen, but it worked.
The strange thing is that the title bar and the Windows taskbar still appear when the game is paused or in the main menu. But while in game, this problem seems to be resolved ¯_(ツ)_/¯
