I have 5 dogs and 1 parrot and was experiencing the same issue. That being said, they're all in different chunks. I noticed that if I leave for a while and come back all of them will be gone except for like one or two, (and my wall of item frames maps would disappear as well), but by standing in the chunk next to them and then reloading the world a few times, I got them to come back somehow. Now I just reload anytime they disappear. Only started experiencing this in 19w08b.
