After many hours of annoyance, trial and error, and many programs later, I finally have found a workaround.
I had been previously been using a program called 'Mos' for smooth scrolling on my Logitech mouse. I must've disabled it at some point, because when I re-enabled the toggle for 'smooth scrolling' I noticed that horizontal scrolling was suddenly gone - meaning that I could both shift and scroll through my hotbar!
(This is in 1.16.5 btw, but it should work on any version due to it being disabled system wide.)

Instructions:
install Mos (https://mos.caldis.me)
enable 'smooth scrolling' in the general settings pane
adjust settings to your liking
done!
P.S. you may have to adjust scrolling sensitivity in the Minecraft settings in order to make it work properly, but that's doable 🙂
