This bug is specifically crops generating in netherrack. I am aware portals are supposed to generate in villages occasionally, but crops generating in netherrack and not farmland cannot possibly be the intended behavior.

I also experience this issue both in single player offline survival and in multiplayer realms. It seems to be okay in creative mode as long as I'm not generating tons of entities or anything.

Also not working for me, attached 2 screenshots from the same seed with coordinates.
