On the device you are using to connect from external from the servers network, did you use the ip from whatismyip.com? If not, you should.
Did you port forward the default port to the ip that the server is running on?
If you can connect locally and not remotely, then my intuition would suggest it's something to do with your router configurations
I am having this issue also.
If terminated 'ungracefully', ports get tied up and the server cannot restart without freeing those ports or a system reboot.
