This has been in since i have been playing MineCraft and that was when version 1 was released. I really think it is intentional. If i had to guess, it's because when a real boat crashes, it breaks apart. So why not in MineCraft? It gives you the pain of putting the boat back together. Pain as in if you have no crafting table on you. It makes that you are a little bit more carefull with your boat.
