To be fair it looks like a bug, for all intents and purposes everyone who got the Cherry Blossom Cape on bedrock got it on java, excluding this incredibly small exception. This looks like a bug and makes no sense other than it's not worth ironing it out for the few people this happened to, this was also never explicitly said, or implied anywhere and the cape was just coded to be given to people who voted, not people who have it
