UPDATE: My friend sent me his .app and ~/Library/Application Support/minecraft folder and the game works for me now... So I believe what ever is in the .DMG is broken.
Macbook Pro 13" (latest gen) Mac OS X 10.12.5
Installed latest Java, restarted, downloaded the Mac OSX build from the website, tried running in /Applications/ and ~/Applications and changing permissions as mentioned by @Vincent Sanchez and it gives the same message as OP.
