Yes, it happens 100% of the time. It does happen offline as well.

Just so you know, the Minecraft options.txt has gotten reset in the process of trying to fix this issue, but, it still doesn't work properly with these reset settings.

It doesn't happen until the Mojang and Minecraft screen are done right when the "What's New In This Update" screen pops, once you move your mouse it freezes.

If it's not Minecraft's direct fault, it is still a problem with the game, or a problem with a process it uses, which should be fixed since 1. It crashes my PC and 2. Doesn't work right. I'm using Home, and have tried to uninstall Minecraft numerous times.

@Aulrick Well, this is Minecraft specific, it doesn't happen in the Xbox App, it doesn't on any other UWP app I have on my PC. When I was in a live chat with Microsoft support, they said that Web Account Manager and a few other programs are combining together to make one program. Also, there is no notification. I can see in Task Manager that it uses 100% of CPU. Which crashes my PC. Alos, there really isn't anything to send the game crashes my PC, I reboot it, and no error message or error code appears. Windows simply doesn't know that an error occurred. Also, whenever I move my mouse it hangs for 10 seconds, and when I try to leave the app, it crashes my PC, not the game so it doesn't send an error report.

Sounds similar to MCPE-33223.

It's not just a crash anymore, the game ruined my PC! It's because whenever Minecraft opens, it opens another program called Service Host: Web Account Manager. Which uses up all of my CPU! It is not resolved.

It works fine for me. You have to log in on Xbox first then you should be all set to log in there.
