I too am having this issue. In my trading hall, I have 3 villagers who I have not traded with yet who keep switching professions, and whenever they switch professions the villager I have who has that profession is unable to refresh trades. I also suspect my farmers keep switching composters, because I keep having to shuffle them around to get their trades restocking.
