I used the anvil and then exited the anvil menu and it was gone.
It does not drown it completely disappears as soon as it becomes fully submerged
Somewhat. It doesn't have to do with chunks. It's because the horse is fully submerged in water.
And there is no Console Edition option when I create an issue.
