I'm also having this issue with 6 librarians on 1.19.3 on a realm of mine. Some were zombified & cured, some weren't. They will not sleep, they will not restock and they can pick up food. I have tried breaking every bed in their vicinity, as well as replacing all of the lecterns, but they still won't sleep, nor will they restock. Additionally, when I place the lecterns back, the librarians won't react, and sometimes a random unassigned villager will take the lectern. Update: Tonight green particles are continually appearing above their head.
