I am having this issue as well with the beacon in out server in my house, but a different beacon with the same effects (regen 1 speed 1) at a different location on the same server is not having this issue. This is not fixed by leaving the area and re-loading it , buff still runs out for approximatly 3 seconds then refreshes.
