Personally I have no say in this because I'm no Help Center Moderator or such, so take this with a grain of salt and wait for a real response, but This happened to me on WII U, (No use reporting it, I'm pretty sure it's been covered for it,) and I think it has something to do with the fact that glass is a "transparent" block in which it isn't solid as others (i.e. Cobblestone) and is similar to, say, a half slab or something. Maybe It could be that the glass layer is too high? I know I sound repetitive but I have no real solution and I'm trying to explain it with what the usual case is. Take this with a side of salt.

Sorry I got them mixed together. I meant Aqua Affinity I. Thanks for that, I thought the strange mining was a bug, But instead needed ground is a feature. I had another sentence here explaining that I was going to delete it soon but I just realized I can't.
