Seems to be consistent issue into 1.14.4 as far as I can tell.
Im also having this problem. Not only do the biomes cycle through, but the same chunk appears to be placed in a grid sequence thing. Not really sure how to explain it so take a look at the attached image.
However when I uninstalled the update the problem was mostly resolved.. Until I want on a public server that is currently hosting the 1.8 and new 1.9 update. Then it started happening again.
MC-188358 does not describe my issue. I'll follow an ender pearl towards were the end portal should be, and it leads me to an empty hallway, or a piece of stone I have to carve out to find.
