Slight update, yesterday I messed around with some more computer settings. Turned on "Game Mode" and Hardware Accelerated GPU Scheduling in the Windows Settings. My GPU is now VERY SLIGHTLY being used. Around 1-5%, but CPU is still at around 50-70% usage. Tried with Texture Packs and no difference in either. 

@[MOD] GoldenHelmet Sort of? However my chip doesn't have Integrated Graphics. If I do the settings to Pick a dedicated GPU within either Nvidia Control Panel or Stock Windows Settings, it only gives me the option for my 1060...I only have GPU-0 in my GPU Engine section of my Task Manager which is my GTX 1060
