The memory is having a massive effect on every other player in the server other than me. Lag spikes as soon as the ram starts climbing and then as soon as the ram drops everything is ok.

This will be both Performace and Gameplay.

Confirm I have this issue too with VBOs on and advanced OpenGL switched off. Java 1.7.65 x64 Snapshot 14w29b on Windows 8.1 Pro.
Oddly for me only seems to be the spawn chunk that is transparent.
