Thanks for the heads-up Dinnerbone, deleting the tmpLauncher.tmp file seemed to fix the problem for me completely but I am glad you're on top of it.

I've produced a favorable result in being able to have the launcher actually run:

I've gone to C:\Program Files (x86)\Minecraft\tmp and deleted the only .tmp file that was in there. After which, I re-ran the Launcher from the folder (C:\Program Files (x86)\Minecraft - not from a desktop shortcut). The dialog box came up as it had done before - downloading the launcher - but after it had finished it then downloaded the runtime environment (about 40mb). Finally, it downloaded one final file (about 3mb) and then the launcher worked as normal and the game came up as expected.

Upon closing the game I opened the launcher from my taskbar. It still came up, no errors or downloads, and it appears the game is running normally now.
