Okay, I just launched myself quite literally over 9000 blocks into the air. LOL
I think he said "oops" because it was a mistake. It will probably be fixed in the next snapshot. Good thing they already know about it.
I posted a picture of the blast radius of ~20 TNT carts going off at the exact same time and exact same coordinates. It killed all of the poor testificates and blasted me over 200 blocks horizontally, over 100 blocks vertically, in less than a second. My game started stuttering at this point, and it seems to have only stopped moving me because I was blasted so far I was in entirely unloaded chunks. I'm going to try for a completely vertical launch and see if it makes a difference in how far I get blasted. Numbers like that could let the 'jangsters figure out how powerful the blast actually is.

The explosion radius of TNT minecarts that are on the same space and explode simultaneously do not just add explosion radius but it seems to increase exponentially. The crash was probably just caused by running out of memory while dropping all the items from the 1000+ destroyed blocks.
The specifics of the bug aren't outlined very well by the bug's reporter. They are describing:
Place multiple (4+) TNT carts on the same block of railing cornered railing. Break the railing. Give the carts a nudge and they will glitchily push each other in the direction of your nudge, continually accelerating (without tracks!) eventually to a speed higher than sprint speed. As soon as they go over an edge and hit the ground or a wall, they will simultaneously explode, producing an explosion with a ridiculous and clearly unintentional radius. I managed to blow myself over 100 blocks upwards, but I fell very slowly and upon reaching ground level I realized that the game had stopped rendering everything in the environment. It seems the explosion mechanic was trying to do so much that the game got stuck until I performed a /kill which also fortunately ended up unloading the chunk.
I hope I've helped. Upvoted the issue. I'm now exploring with this to see if I can find a more concise explanation and perhaps some definitive screenshots.

The minecart explosions still stack in a very bizarre way not consistent with regular TNT. They still make large holes, just not the way they did before. I maintain it's worth taking a second look at...
