It is definitely a lot rarer, but I did manage to reproduce. I can provide a save if it helps.
I just tested it with a wall of item frames right by a world border of 50, built perpendicular to said border. Shrinking it to 30 over 60 seconds knocked off 7 of the 24 frames. (again, tested from a realm)
For what its worth, when I previously posted the issue the same setup would have knocked off at least twice that, I think.
