Its not the AI of the creepers.  It is the trap doors.  I changed all my trap doors to oak and the farm works beautifully again.  So the issue at hand is in the new trap doors.

Yes, I got a different cat and I took away the trap doors around the cat, the creepers still did not run

I have 5 or 6 floors to the farm, none of the creepers are running or tracking me when they spawn inside.  They occasionally walk around and fall down, but mostly they just stand there.  Creepers are still 1.78 blocks tall right? 

It worked perfectly in pre3 and pre4

if the ceiling is higher, other mob types will spawn and it wont be a creeper only farm.  Is this just a new fact of creepers in 1.13?  Will creeper only farms be broken in 1.13?  Thats a sad thought

I just found a creeper outside and he does track me.  But the creepers spawning in my creeper farm aren't running from my cats and didn't seem to be tracking me.  Not sure what would be the difference.

I just realized they aren't tracking me either.

I may have figured it out, but on my end it looks like the pics were already in attachments so I hope I did it right
