This happens in my world as-well. I've made a post about it on here, although the issue is a little different.. On my world, mobs wont move in these chunks either, and entities just.. freeze. So, yes, I can confirm that this does happen.
Not to be a mini-mod, but could you provide more information so someone can reply with an answer?
