Just figured I'd chime in here and say that this is also happening to me sporadically on the Win10 version, along with mobs dropping leads. The world was created in either version 1.13 or 1.13.1 (the level.dat lists an "InventoryVersion" of 1.13.1, the last update on PC before the Bees update, which I know I had started before). Confirmed with a new world that it is only my converted world with either of these issues. I had penned off a few fancy llamas before the update, and one of them is unable to be lead, while the rest are. Newly spawned fancy llamas are unable to be lead either. However most other animals seem to be working as intended (tested cows, pigs, sheep and horses) for now.
