The best way to fix this, in my opinion, is to not have a server-wide mobcap. You'd have to have a local mob cap based on the chunks loaded for a specific player. I'm not sure if this recently came up as the new mobcap properties were added. It could affect current peaceful mob switches, but I don't think they'll ever be able to be pulled out of the game.
