This also happens with saplings which is new behavior. The dirt blocks are intentional, but the saplings were never mentioned in the patch notes and is therefore most likely a bug.
Ok I will get my friend to do it because my pc can't really handle vanilla. Understandable that you marked as invalid.
sorry for the delay of the screenshot. here it is! I do have mods yes but they don't affect this bug. My server side mods are phosphor, lithium, and carpet mod. lithium and phosphor are because of those terrible specs you can see, and carpet for tickwarp and stuff. I have also tried this on a realm, which is a vanilla server as you know, and ilmango has showcased it in his tree farms fixed for 1.16 video. I have left this dispenser for about a minute and the sapling hasn't advanced a single growth stage.
can confirm that this is still present and that it is not just being powered strangely via qc as eatmyvenom asked. It may have to do with weird code from qc and it not updating the client, but these droppers and dispensers are being powered directly. it is simply a client server desync of some sort, my guess would be that the server is not sending updates to the client when the block state changes.
