Same issue. I saved/quit with Bad Omen in effect, reloaded, drank milk (which successfully got rid of Bad Omen), saved and reloaded again, only to have Bad Omen in effect again. Rude!! 😉
Confirmed.
++I just updated to 1.11.0.4 this morning and have confirmed that the effect does not come back after reloading the game!
