I use iOS and I have the same problem. And sometimes I use PS4, and as soon as I catch it, it somehow goes out of the bucket.
Also glass and water.
Yes, I kind of can pick up fish/axolotls, but sometimes it just puts them back to water as soon as I have collected them.
