This is extremely worrying, you are essentially saying that a malicious operator of a third-party server can get virtually any of the users on their server banned from multiplayer by abusing the report system. Whether a user loses trust in a third-party server after seeing their message modified or not is completely irrelevant. When chatting, users will not always have enough time to react to their message being modified. Users also do not read the chat preview of every message they send. This is mostly the case for interjections, words such as "yes," "no," "oops," "cya," "lol," etc. Such words are commonplace in game chats.

Once the message has been sent, there is effectively no way for a user to prove that they did not write what they are being reported for. This means that safety is not ensured to users that do not read the message preview of every message they send. Users should not be required to do such a thing when the entire purpose of the chat reporting system is to ensure their safety when chatting with other users.
