I created new standard superflat world (

) for test patrol spawn. You must find composter around zero coordinates and stay AFK in them to wait for patrol spawn. Patrols must spawn in wool squares. For easier detection of parol spawns you may activate command block near composter. In this world patrols spawns normally for me.
