I have noticed this issue aswell since I started playing on Playstation again.
I'd like to add that for me it doesn't feel random, and I have a 100% recreation rate.
While playing with mouse and keyboard on PS4 / PS5
Open a menu (inventory for example)
Start moving the mouse (and thus, the pointer) up or down
Close the menu while you're still moving the mouse up or down
Your view immediately snaps to the opposite direction of where you were going with your mouse in the menu
So, it feels like your mouse movement on atleast the y-axis in menu's gets inverted and applied to your characters view if you close the menu while you're still moving the mouse/pointer.
If you keep the pointer still and close the menu, nothing seems to happen.
You can see this in the video on the original bug report. Whenever he keeps the pointer still before exiting the menu, the bug doesn't happen. When he's still moving the pointer while closing the menu, the bug happens.
