This is a different issue from MC-138053.
MC-138053 is a bug where chunks unload and do not load while in spectator mode with spectatorsGenerateChunks set to false, despite them already being generated and existing on disk. This bug affects versions before 1.14.3 Pre Release 1.
This issue, MC-154614, is a bug where chunks will stay put, but other chunks that have not been loaded do not load with spectatorsGenerateChunks set to false, despite them already being generated and existing on disk. As far as I know this bug affects 1.14.3 Pre Release 3, and I expect it to also affect versions 1.14.3 Pre Release 1 to 1.14.3 Pre Release 3.

There are no "world"s in the scope of the Mojang Web Services. If you are reporting a Java Edition / Bedrock Edition bug, please post your bug under those one of those projects. I would also recommend you provide more information, you can never specify too much information. Say what the error message was when you tried to join, or if you don't see an option to join their world, maybe their world is on invite only, and they haven't sent you an invite / their world is private. And please try to search for bugs that have already been reported that are similar to yours.

This issue appears to be related to MC-138053.

It appears to be a game of chance now, the bug happened to me once but then after restarting the joining client everything appears to be normal. Maybe it has to do with spectator mode? I joined in spectator mode the first time, the second time in creative.

Edit: After some research, this bug is related to the gamerule spectatorsGenerateChunks, and not a problem with lan itself. With the gamerule set to true, terrain loads normally in spectator mode, otherwise terrain does not. If the player joins while the rule is set to false, entities may freeze in place from where they were spawned / loaded in at.

This appears to affect terrain and entity movement. Entities appear in the position they were spawned / were they were when the client connected. Sneaking and damage / death animations will appear, but their positions will not update.
