Yes this is still an issue in the latest bedrock version via a realm server, after just testing the issue I did find something odd, this bug seems to only happen on bows NOT crafted by the player, whether enchanted or not, if I craft bows, I can instantly craft dispensers in the crafting table as quickly as I like, if I try and switch to bows I have not crafted, the issue continues, it also appears that the issue now begins with the very first crafting of a dispenser now instead of 2 

Attachment has been included, this screenshot has been taken 24 hours later on a different play session, the issue occurred again after crafting over 2 dispensers in quick succession
