Yes it is still a problem, my kids are ready to bin their tablets claiming they are a waste of time since Minecraft does not work on them either that or find another cross device game for them & their friends to enjoy together!

How can you call this resolved when I still do not have an answer to the problem!!! Even the log you reference is still unresolved since Oct 2015 & that one only effects the 0.12.1 Beta 10, 0.12.1 Beta 11, 0.13.0 versions whilst I have MCPE 0.13.1 alpha!!
I do not consider this issue resolved!
