I have the same issue. On Nintendo Switch have to re-apply the pack to global resources EVERY SINGLE TIME I start the game. On pc it is random, sometimes I have to re-apply sometimes I don't. The issue is not specific to any single pack. Running Bedrock 1.6.1 on both pc and switch.
