Same PC details and Minecraft details as my system. Occurs when Recipe book is left open, and you exit your crafting table (noobie here). Top four slots can have items dropped into them but cannot be accessed when moving through the world. Fix is to go to a barrel (or maybe a chest) and then items can be removed from the top right four slots. I just try not to use those slots. Minor irritation. I hope this helps you duplicate the issue.
Discovered what it is...XBOX Background App causes above issue. If you hit alt-tab, it brings up the XBOX background App and you can close it and prevent it from opening when you start games like Minecraft.
