I am seeing this issue as well in my singleplayer survival world. Over 300 loaded entities at all times, played near the loaded arrows for many hours across multiple sessions without this number dropping. This is causing framerate drops throughout my entire world as they are in spawn chunks.
Arrows in a creative world did get despawned, not related to spawn chunks as arrows despawned when I tested this.
