Okay, you're probably missing the Visual C++ package from Microsoft.
Go here: https://www.microsoft.com/en-us/download/details.aspx?id=53840
Install that (most likely the x64 version), then try and run the bedrock server. Should work.
One thing that does prevent achievements from working is if you're running a Pi-Hole DNS server.
You need to whitelist two entries to make sure achievements work correctly.
